It is possible, though much more uncommon than a blind snake. We can't be sure without a close up on it, it seems that a blind snake would have a typical scaly pattern on close look while the caecilian have ridges on their body. Also, an illustration on the blue colour from shedding its skin of a b...

that is just a hook that is "covered" with earthworm.... i mean you slowly push the earthworm over the hook so that your hook is totally covered by the earthworm
