I agree,stingrays are scavengers and will eat a prawn or crab happily as much as a whiting. Chumming might help,but use only fish heads/fish guts to avoid any wastage. Belt fish look like Eels with a barracuda head right? These guys are often caught near the pillars...Live tamban or strip bait might attract them. Light tackle is good,but try not to allow to fish to tangle with other anglers fishing lines,that would cause.....problems...for you and fish.
