Mabye a 16Lbs rod with a 2500 or 3000 reel for the pelagics.
Or 4000 reel plus pe 1-2 or 1-3 for medium
Lastly,4500-5000 for fishing the larger ones(pe 2-5 rod)
For begginer gear, i guess the first option would do.

Or you could create more disturbance in the water to attract them, cast to obstacles with lures and even if there are no PB, mabye there are haruans?

BC(low profile) are easier to cast, almost not line twist but prone to backlash
Spinning is easier to use , no backlash but line twist is a problem.
For luring, go for Braided, it can turn even the small BC into a lethal fishing device(to the fish, not the user)

The larger ones are in mangrove swamps or brackish canals.

Actually,fishing at the jetty depends on the tides :D At low tide, expect catfish,puffers and other non-pelagic species(pelagics will still be there,but not in great numbers) to roam due to the slower currents. At high tide,expect pelgaics like queeinies,chermins,Basset hull travallies,batang,barrac...
