Foul hooking is hook to hook the fish from anywhere other than from within its mouth. That is to say the fish did not have an intent to bite your hook. Sportsfisherman deem this as unsporting. Anyway, you need to cast past the school and retrieve back quickly, once your hook gets near or in the school, start jerking the rod to hook the fish. It can take a few tries just to foul hook a fish. You can also try artificial luring at the jetty but it's a little high for the lure to work properly other than jigs.

I will go try out some lures and see if possible to get the fish.
For jigs, is there any kind or specific type for use at such jetty? Does those squid like rubbery things work? They seem to be quite common in most of the tackle shop i been to.

You can try these types of rubber. Let it direct drop beside the jetty pillars and flick it back up a little once it hits the bottom, repeat this as you move from pillar to pillar. You can hit snappers or groupers that lurk below the jetty.
For jigs, are you referring to tamban jigs or those heavy metal jigs? If you're foul hooking those herrings, just use any tamban jigs size 5-6 will do.

Went there today to check it out.. It was a nice jetty.. Saw the sign for no live baits, but when I walk around the jetty.. Saw loads of people using live selengat for baits..a good size too..also saw people catch tambans.. Will try to fish there oneday!

Hmm, looks like no baiting rule is not well enforced there. Maybe I should go down to check out the crowd as well, thanks for the update Bushmen.

yup thats true.recently the road along the sea has been open, resulting in more people fishing over there, many using bait. But there hardly any fish there, my catch rate there very very poor.

like if you see a fish rest near the jetty and is not moving or moving too fast , you can try to hook them , any parts of the fish body will do
