Those jetties are meant for dropping off and picking up anglers/passengers, so you're not suppose to fish there. The jetties isn't wide or strong enough to hold many people, plus it's not very well maintained. You'll get in the way of people trying to board and your lines may hinder boats trying to dock.

If you somehow can and must fish there, try not to fish at the busy hours of the day when people go out fishing or when they're coming back. Step away from the jetty when there's lots of people and reel in your line when there's a boat coming in.
