Best is subjective isn't it? Fishing pond closest to Bukit Batok would be Taman Jurong but it's a pity that they've closed down. There's farm mart but I'm not sure if they're still operating. Easiest way to get to Pasir Ris pond would be by MRT, it's about 10 mins walk from Pasir Ris MRT station.

eh how much will it cost if i fish at the main pond ?

For Pasir Ris main pond for example, it's $38 dollars for 10am to 9pm according to this thread.
