hi guys, its been a while i last started a post.
The test isn't simple, but it can be if you put in a fair amount of efforts to study for it.
there are 2 parts to it. theory and practical. additional note, the practical part consist of an additional oral test after the practical handling of the boat session.
the content to test on are both available via a textbook issued by an authorised PPCDL Training Centre
eligibility for the theory and practical test. you need to attend and attain a PPCDL Attendance (3 days) Course Certificate from an authorised PPCDL Training Centre.
from the 3 days course, they will provide you with the textbook to study for the theory test.

the cost of the 3 days theory course consist of one practical handling session is about $300. if you are not in a rush, some clubs has promotional package, so wait and search hard for it.
which centre to go to? considering the transport aspect, choose the one that is to your convenience.
the waiting time for a theory and practical test is each approximately 1 month thereabout.
after your completion, it will be beneficial if you book a refresher (practical) lesson. these refresher lessons are available via your authorised PPCDL Training Centre. they will introduce a contact. for me, i completed my lesson at RSYC, instructor Mr Zul.
during the theory test, it is strongly advisable that you ask plenty of questions to clarify any jargon or marine terms that are commonly used.

all in all, it was a fun and enriching experience.
for the practical portion. in the (less than 2 hours) session, you will be tested on
1) general handling of the power craft
2) perform a 'MOB' Man Over Board rescue
3) berthing and un-berthing
4) oral test
during the practical session, the instructor eyes are on you all the time. how you secure your craft, and releasing of the ropes.
on the theory portion, you really need to read and understand. afterward, internalize every part of so you'll become an ethical seaman.
because, during the practical test, they will testing you with scenarios. near collision occasion, what would you do to avoid an accident even though you may have the right of way. you will learn these scenarios when you are doing your lessons. (theory, practical and refresher)
as for the practical test portion.
on days you start preparing for your practical test, please come back to refer what i had compiled. because that's when you can understand what i had gathered.
brace yourself, its a test, the tester will not prompt you what you could have missed out.
Wind direction. Windward while doing Man over board.
Before boarding, check condition of ropes
[ ] Port side / starboard
hull condition check
3 areas with boat license number
outside x 02
inside fwd x 01
[ ] Fwd / centre / rear compartments
Dry, no sign of taking in water (if it is wet what should you do? come back to check again in 3 minutes to see if it taking in more water, if it is, it is evident the boat is leaking)
Rear compartment check fuel capacity 'is the fuel enough for the test session'
Check battery compartment 'noted dry'
[ ] 11 items check + Boat License (all these items are inside a toolbox like box. this very same box will be use as a fire-bucket. )
1) anchor with sufficient line
2) life jackets each/ person
3) life buoy 1:4
4) flares x 03 (expiry 3 years from manufacturing, recite the dates out loud, at the same time ensuring they are not expired)
5) oars / paddles
7) extinguisher (recite the dates out loud, at the same time ensuring they are not expired)
8) navigation lights
11) Fire bucket
Boat Licence Certificate. (Documentation) during your check, read out loud on all (4 key) information that you are checking.
* Craft registration SZ number, to tally with the boat markings number, e.g. SZ 1234 Z
* License to tally with passenger carrying capacity. e.g. capacity of person permitted to carry 7.
* Expiry of License. e.g. this cert is valid until 10 Dec 2011
* can the craft be driven out in the night? look out for this piece of info
[ ] Bring up propeller to check condition
[ ] Put propeller back into water
Test steering full port/ starboard
Check the Navigation Lights
On the switches & check the lighting. (Switches are marked up, located at the steering stand)
[ ] Attach kill switch (fully understand what is the intent of a 'kill switch' **very important)
[ ] First start of day to prime fuel
start the engine (ask for permission!)
[ ] After start, check smooth flow running water.
[ ] Ready to cast off. Permission.
[ ] Assign look-outs, ensure their safety jacket on.
[ ] Look out help with un-berthing, releasing of ropes.
1) stern line first
2) fwd 2nd
3) lastly is the beam line
**demerit points if you cast off before you release the ropes.

That's a good writeup and will be useful for those who is taking up PPCDL. It's actually quite useful for anglers who frequent boat fishing even if they're not driving one. You can identify any potential hazard the captain might have missed or even navigate the boat in an emergency. Good job, SGPU!

would love to own a boat one day. i ever thought of taking boat licence. but checking out the price to own even a 6man boat is so pricey. plus maintanence and petrol. in the end gave up the idea.
