Dom is right, it's quite impossible to take long exposure pictures on a boat because the slightest movement from the boat will blur the pictures. Bumping up the ISO might just be enough to let you use a fast enough shutter speed depending on how dark it is and how lited the port is. But you need a good camera to do this. But even if you manage to get a clear picture, you won't have the 'smooth calm water' effect have from the long exposure (tripod method).
Another radical idea is to set a high shutter speed and wait for a lightning to strike and use its light to capture the scene. If you want to get a recommendation of DSLR, Dom here is the man to ask.
Here's a picture I took from a moving boat, and surprisingly I was able to capture a clear picture with only 1/2 secs shutter speed (with IS). It's more of a luck thingy but I'm still pretty much amazed.

Dom dom and all sifus, i am having troble taking Panorama pic with my Olympus, the camera won't 'stich' together, help.......

I think the software that came with your camera should be able to do this. You can use Photoshop to do this as well. Took some panorama shoot, it turn out to be something more than i expected, i discover video and window video maker......hahaha.........
