Glad to see you get back into fishing, but unfortunately the fishing itself has progressively worsen over the years. Due to rapid coastal development throughout the island, we're left with very little spots we can fish. I think spots we can fish legally and comfortably can be counted by our ten fingers.
I think when it comes to shore fishing in Singapore, we have to lower our expectations. If you want to increase your chances to land fishes, you probably to need to go on more trips and perhaps use more than one rod at a time to beat the odds. Restricted/illegal spots are still rather productive but I would say it isn't worth the risk and trouble you can get into.
For slightly more productive and legal places, you can try fishing at some offshore islands instead, like Pulau Ubin, St John's Island, Kusu Island, Pulau Semakau (CNR only) and Pulau Hantu. There's also boat fishing and pond fishing if you really want some thrill in pulling up fishes.
