Re: no tilapia
Tilapia can be quite intriguing at times, they're said to eat almost anything and very tolerant to different types of water condition, making them in abundance in many areas. It's true that they do take prawn meat but from my observation, they don't feed all the time despite the type of baits used. I've ever dangled a delicious earthworms infront of a tilapia before and it didn't even stop to look at it. Also, they're unlikely feed during courtship or while building a nest.
Try using earthworms and see how the tilapias at your spot react to it. If you can see them, try luring the bait at different tilapias and watch their reaction. If they're wary of your bait, toss a few free samples for them to try.

Re: no tilapia
How about trying with bread? I have landed tilapias with bread before.

Re: no tilapia
tilapia are irritating fish.
They are quite wary of their food from what i see, i cast an earthworm out and theres no bite for more than an hour, then when i reel in i saw one creep up my earthworm and bite the dangling part and run, didnt mange to hook it.
I tired using squid once then i realizes that theres no squid in a lake, which explain why no bite.
I think for your case trying fishing near land and not cast too out into the middle of the water, they are usually found near some land for shelter so might be easier to hook 1 there.

Re: no tilapia
Normally I threw small pieces of bread to feed the guppies and eventually created a feeding frenzy involving the larger fishes such as the Tilapia and the Green Chromide. Once the frenzy started, fishing is easy using a sinker with 3 hooks (with bread skin). I have not been fishing for Tilapia for quite some time as I am presently exploring fishing at rocky shoreline. Good luck.
