That time might be now.
Squids spawn in cold waters and since now is the monsoon season which brings in rain,lowering temperatures thus,creating a perfect spawning time.

Well, you don't really have to wait till the season comes. They can be caught all year round, day or night. I'm particularly referring to those 'green eyes'. All the popular squiding spots are more or less well fished and competition can be a little stiff.
