The Safari is pretty powerful reel, anglers matching such a reel to an 8ft rod are commonly for popping rods. You can definitely match it with a surf rod though most surf rods of such length usually don't have the power to utilize the full drag of the reel.

What is the poundage of the line you're loading into the reel and what's your budget for the rod?

There's the popular Penn Powergraph surf rod but I think the shortest available is 9/10ft and cost slightly over 150 dollars. For about 200 dollars, you can opt for Xzoga Mastery. It has 8ft rated for 12-30lbs line and 10ft for 15-40lbs line. Another rod you can consider is Expert Graphite Subtrace 8ft rated at 15-30lbs, this one will cost around 150 dollars.

As you would have noticed, your line and reel overpowers the rod so you might want to go easy on the drag if you use them. If you want a powerful rod to match your reel and line, you'd need to go for popping rods.

Yes, you can use a spinning reel on an overhead rod but the smaller guides and placement will decrease your casting distance. It also puts your line in a very acute angle between the stripper guide and the reel (especially when the roller guide is turned furthest away from the rod) causing excessive pressure under load. This is bad for the line and guide.

Oh yes, there's also Abu Ultracast I/II 8ft if you're still looking into a new rod.
