i know this is a weird question but is it possible to fish in those neighborhood canals, the ones that are very shallow? i have never tried and when i look into some canals there just does not seem to be any fish.

be very careful. find out how flash flood occur.

stay off the concrete which may seem very secure. it might appear to be a passing shower, or just drizzle. the minute it is wet, it will become very slippery.

is it worth it? :D

It depends on where those monsoon canals leads to, quite a few will have tilapias and even snakeheads. As SGPU said, it can be dangerous during stormy weather so don't go down the canal.
