You should set your drag according to your tackles and fishing conditions before actual use. The general rule is to set the drag to 1/3 of your line strength (assuming your line isn't overpowering your rod). You also need to factor in the place and condition you're fishing in, places where fishes can dive into cover easily usually requires higher drag setting.
When a fish hits and starts to run, don't adjust the drag unnecessarily. Just let the tackle do the job on its own, it's only when the fish runs too far or heading into cover you'll need to put extra pressure on the line.
