What's your budget like? If you're specifically targeting for groupers you will want to get a stiff rod or one with strong backbone. This allows you to exert more pressure on strike pulling the fish away from structures quickly.

How about Shimano Beastmaster? It's not really a bottom rod but it's good for its price and performance. Another good rod is wei world's groupersama, but that's in the mid 200ish dollars.

It really depends on where you cast or drop your line. If you're dropping your line directly below the kelong, then you most likely want a rod that don't easily give line to the fish. If you're casting outwards into the sea, 10-20lbs is probably good enough. :)

Yes directly down is where the fishes are but I'm having a problem finding a short rod for this use that won't cost too much cause I have no other use for short rods

Personally I would just use a handline for such a purpose, cheap and effective. I wouldn't use any expensive main line on direct drop along Kelong as it will likely be subject to abrasion.

I tried the handline 60lb but found that it was not very sensitive and I fing more thrill in the bend of the rod
I thought of getting some sort of boat rod perhaps surecatch?

You can also try penn powerstick, they have as short as 5ft. Any shorter would be G craft short rodder, if those are just a little short of 5ft.
