Tambans swims in a huge school and you can actually notice the pattern when other people on different parts of the jetty start to getting multiple hookups on their sabiki rig

You don't drop the jig directly on top of the school, it will only spook them. Cast over the school and slowly retrieve it back. More often than not, if you can see the tambans in the water, they wont' very interested to take your jig.

Same goes for queenfish and such, you do not cast directly at them.

It should be at the level where the tambans are but you should not be jigging in and out of water. If the tambans are at midwater, don't retrieve too fast. Give it time to sink to the right water column.
