There are crabs at labrador park for sure, but I'm not sure it's worth trying for. I've hooked up a few on my fishing bait, one of which is a large mud crab. But they're usually flower crabs of decent size. Even so, I think you won't get many if you're trying for them.
Sembawang Jetty has plenty of flower crabs for sure, most of them are small ones though. Another good place to try is Raffles Marina, I'm not sure if you need to be brought in with a member but I've seen good flower crab catches there. Changi beach is also a good spot, but you would need to cast out which is difficult with cage traps. You need to use those small one dollar casting traps that can be used to a fishing rod.

I did see some ppl laying Crab nets there , but they didn't catch any crabs , but some Leatherjacket in the cages

update: caught a few crabs include 1 market sized flower crab at end of jetty... so therte is crabs but not a lot... majority are under market size good for crab meat noodles...
