of course they don't ... but ...

sometimes environmental situation simply change them ...
I spotted a bunch of 4-5 puppies playing around there on several occasions ...
didn't want to post anything then as the SPCA were combing that area almost every week.

those "holes" were not as deep ... probably just enuff to rest a small dog
and shade them from the hot afternoon sun.
Just a guess ....
