If you're talking about those metal jigs, queenfish, mackerals and wolf herrings will be your primary midwater to surface targets. You can direct drop down to jig for groupers and snappers hiding under the jetty.

jiggin. very suitable for depths lures cannot reach.
cause every depth there's different species worth targeting.
which specie are you targeting?
so whether if its a must or not . . . it will be very interesting for you to find out.

The water around Bedok Jetty is pretty shallow so dropping the jig all the way may be a good way to gain more jig path unless you're worried about snagging it. Cast it out and let it drop to desire depth and start jigging it back up till it almost reaches the surface and let it drop back again. Repeat until the jig comes back to you.

SGPU is right about different species of fish on different depth, but because the water is relatively shallow pelagic fishes should have no problem spotting the jig near the seabed unless it's a species of fish that only feeds near the surface like todaks.
