I think one of the better places to lure from shore will be St John's Island, but it'll cost you a 15 dollars ferry ticket to get there. ;)

I've not tried luring at Changi before but I suppose it's possible. That river where you take ferry to Ubin is not bad spot further up the river during spring tides.

Try jigging/luring at the breakwaters!
Groupers galore!(If there not hiding)

i've tried at Lor Halus, not bad. But then i had only got a few bites by small fishes and a palm size grouper. But people told me they got barramundi there with lures, so i think its a matter of luck.

dont give up so easily..... probably its cos of the lure colour, type of lure, and type of presentation that you give the lure that affects whether the fish will strike your lure.... weather and tide conditions also play a role in the outcome
