It depends on what lure you're using and the way you lure as well. I find fishes tend to miss surface lures more than crankbaits. You may want to wait half a second before striking. Practise pauses in your luring techniques gives time for fish to strike and hit the lure accurately. If the lure is too fast for the fish, it might not be able to swallow the lure for a firm hook set.
If you can actually see the fish spitting out the hook/lure, you probably waited too long to strike.
