Paternoster or Apollo rig. See Handline Fishing Pic created by Peace

Yes, what stout infantfish said. If you're just after a big fish, try baiting live tambans instead. This will reduce the bait stealing problem.

How about for groupers

Groupers are probably the easiest but you have to actually encounter one. They pretty much eat most of the baits you can think of, dead prawns to live tambans they'll take. Apollo rig or LSBF are all suitable so long it's a bottom type rig.

Are groupers only found under the jetty? Dead prawns as in dead whole prawns or cut up meat.

No, groupers adapt to many sorts of cover easily but since it's near shore, jetty is probably the most favourable spot for them to hide and feed. You do get groupers by casting out as there are also covers and structures far out. If you're specifically targeting for groupers, using the entire prawn or fish is recommended.
