There's definitely snakeheads there (toman and haruans), I saw them when the reservoir wasn't opened for fishing yet. Yes, there are tilapias in the reservoir along with many of its cousins including Peacock Bass.

Not sure about the productivity of the spot but it is legal to fish, but like any other reservoir it is restricted to artificial baits only and fish only designated areas. There are tomans there, many types of cichlids as well.

Is lower seletar reservoir a good spot to catch toman and PB??
do the other side, the one look like a drain, with metal thing barred the rocks by the banks just behing the end of LSR lake?
if you don't get what im saying, its where at the end of LSR,walk under the bridge/road,to the other side which the water was separated with a thing[don't know what it is]..
kinda don't know how to explain.

Sure it is, more so on Peacock Bass. The designated fishing area is like any other reservoir in terms of productivity though. I'm not sure exactly where you're describing but it doesn't like a legal ground. ;) Could you be referring to Track 24 where the satellite dishes are or Nee Soon Long Kang near Spring Leaf?

Yeah, that's the Nee Soon Long Kang. The banks have under reconstruction a year or two ago, I haven't visited the place since. I've not walked to that part in your map but from what I know the stream is pretty and shallow and full of weeds. I've seen peacock bass, haruans and large kois in that stream. The place used to be much disturbed by foreign workers' netting activities, I'm not sure how the place is now.
