looks more like a fish from the puffer family lol

That's because it is. ;) I guess this common name can be quite misleading and mistakenly related to the toadfish. This particular puffer is pretty big, > 2kg. It's not as common as other puffers listed on the main site; one of the prettier puffers too I must say.

This is definitely true, I've seen quite a few of it landed there myself. Anglers usually release them but they keep coming back.
