Depends how you rig it up and if your bait is closest to the surface, the most likely fishes you're going to get is Todaks (needlefish) and halfbeaks. Other pelagic fishes like mackerels, wolf herrings, queenfish also feed at the surface but more often the bait has already been snatched by the Todaks.
You should try sinking the bait at least 5 feet down below the surface taking the current strength into consideration. Todaks don't usually dive down.
