Sadly no, the lake is some sort of a collection pool that eventually leads to kranji reservoir. (There are no fishing signs around the lake as well.) Waterways that leads to reservoirs are usually not allowed to fish with exceptions to PUB designated fishing grounds. The closest legal freshwater spot would have to be Kranji Reservoir, you can try your luck there.

Yea, monkeys can be quite a pest and it can call unwanted attention to the illegal angler fishing there. Kids fishing there should know not to fish there during bad weather, the water level in the pond can rise pretty quick during heavy storm.
