These groupers are similar to barramundi the also have sex change but they are born females first then change to males

It's common for groupers take down large preys relative to their size, they do have a big mouth afterall. Don't be afraid to use large artificial lures or baits when hunting for groupers.

Yes, but do note that they can grow fairly fast and big.

Where is the best place to catch groupers inshore in Singapore

The most common place to find them are along breakwaters, if you comb the small drop off of an entire stretch of breakwaters, you're likely to find one. Be ready to lose some terminal tackles though.
